OMSD’s various parent advisory groups serve unique purposes. All site level committees send a parent representative to attend the corresponding District advisory committee meetings. The following information describes the different parent groups. Parents wishing to attend these meetings are encouraged to contact their school site for more information.

District Parent Advisory Committee (DPAC) and District English Learner Parent Advisory Committee (DELPAC):

DPAC and DELPAC represent the Districts Low Income, Foster Youth and English learner students, as outlined in California’s Local Control Funding Formula (LCFF). LCFF is the state’s way of funding school districts. DPAC/DELPAC meetings are facilitated throughout a yearlong process that culminates in developing and annually updating the District’s Local Control Accountability Plan (LCAP). Our District must develop an LCAP in order to receive LCFF funds. Both committees are conducted workshop style and have unique breakout sessions based on parent need.

District English Learner Advisory Committee (DELAC):

DELAC is made up of parents who represent the school SELPAC and participate in various discussions concerning the needs of our English learner parents and students. Meeting topics include college admission, financial aid, collaborative and community resources and California Content Standards, or Common Core. DELAC also provides input into the LCAP, Title III programs, the Parent Involvement Policy and all required English learner topics. DELAC representatives attend the District DPAC and DELPAC meetings focused on LCAP development.

School English Learner Parent Advisory Committee (SELPAC):

SELPAC is made up of parents who participate in various discussions concerning the needs of our English learner students. They provide the principal and SSC advice on programs and services to include in the school’s SPSA (School Plan for Student Achievement) and conduct a needs assessment of ELs. They meet regularly to evaluate programs for ELs and create awareness for increasing student attendance. SELPAC also provides input into the LCAP and how to increase EL parent engagement.

School Site Council (SSC):

School Site Council is made up of parent/community members and school staff in equal numbers. At the middle school, students also serve. It is a decision making body that participates in the development of the School Plan for Student Achievement (SPSA), the Evaluation of Title I programs, the Modification of Title I activities in the SPSA, the development of the Parent Involvement Policy and the Parent Compact at the site level and other topics as mandated by Title I regulations.
